Three requirements come to mind

1. INCENITIVE -incentives can come in many forms but money is usually at the top of the list.

2. PASSION -A deep desire to engage in what you are doing to improve quality or outcome.

3. AUTHORITY - Having the knowledge and ability to make decisions without hesitation entwined with the compassion of listening to others.
